Hold on a second, you didn’t object. Yes, it is complete speculation, but I’d be willing to bet on the fact that there was driver impairment.

So, what reason would there be to flee the scene, especially if there are injuries, when it can only make things worse for you? The obvious reason is that he was impaired, but the passage of time makes that impossible to prove by law.

A stiffer penalty prevents people from just running every time. Preventative measure are different than prosecuting on "what we want it to be". Aren't you a lawyer? How does that need to be explained to you?
