Readjusting this rose

One stem of this rose has been like this for years. Looks dead every single winter to where I think it'll snap itself off, but by spring it'll produce flowers like this. Is there any way to safely move the step so it blends well with the other roses? The fence behind is on the west side of the yard.

Did you mean stem?? I am looking my eyes out for a step lol.
Anyhow, it looks like a bit of dead wood above that branch that could be removed to give the other more light. That would be my first instinct and would encourage the branch to grow more vertically instead of growing out to find light.
The rose in general looks a little leggy from the shade so you may want to consider more pruning to encourage more dense growth. It looks great at the top where it's getting more sun so keep that in mind.

I would not prune your bush now. You could damage it. Wait until fall then prune it and fertilize. It appears you have a lot of dead wood.

after it blooms cut the whole plant back hard. Next year you’ll have a much happier bush with dozens more blooms

Yes I did mean "stem".
I think at some point I hit it with a mower and it dangled but somehow survived.
How hard would I prune? I don't mind taking out that entire stem completely and trimming back a few if it'll help future growth. And yes I'd assume waiting until after it's done being 100+ degrees this summer before I do any pruning.
What is the watering like for this? I really don't go put and water out this far in my yard.

Water just the root system twice a week preferably early morning if you don't get any rain. You are correct to wait until fall to prune.
