I embraced this philosophy a couple of years ago. Met with each employee individually to sell them on the professional development of being around coworkers if they sought to become managers.
I never said I would never promote a teleworker, but it led to more visible teamwork in the office.
Unfortunately/fortunately, some newer employees left for jobs that could promise more telework.
