A competent person can better regulate traffic flow than preset traffic lights. The person can extend the amount of time allowing heavier traffic to flow. And can shorten the time in the other direction if no cars are there. They can read the situation and adjust the traffic flow as needed.
ETA: it drives me crazy exiting on poydress for a big event at the dome or SK arena and police are not directing traffic. They just let the traffic lights do it. And it’s always a cluster frick with traffic backed up.
