I wonder if the 7 cars that went in were the construction vehicles. That doesn’t explain the semi though

The Governor said that the mayday was in time to stop SOME of the traffic. It could be that one side was blocked before the other, which would explain why some were still coming right-to-left.
The construction vehicles were parked on the bridge at the time of impact.

If you watch the video a time or two more but don't focus on the ship, or the impact, but just look for cars. It appears you can see every vehicle going back and forth in both directions. But at the moment of impact and for a few seconds before, it doesn't appear that there are any vehicles moving across the bridge.

News said semi, but I read that they were doing concrete work. So it may have just been a concrete truck or another construction type of vehicle.
