Because they have actuarial tables that show the higher risk boys have than girls. It’s the same as charging more for flood insurance for being in a flood zone. Higher risk.

But they can claim they were misgendered at birth and say female on the policy.

Why should facts matter? They don’t apply to anything else, especially gender.
