Unable to make money under the table that way. The elected people understand that in D.C. Until the voters get it, nothing will change.

It's generally always about money or power. Parliamentary procedures were established to allow debate on one subject.
We are at a point where the congress doesn't want to debate. The body wants to hide spending in bills on multiple subjects.
