When properly built it is a better database platform than their consumer database platform.

This.
A dedicated dbms is probably a better solution but someone with decent excel skills could easily make this work with just a little effort and some lookup functions and drop downs.

This is absolutely asinine for any business to track inventory be tracking inventory in excel, much less an F1 team.
This is way way more embarrassing to Williams than it may seem on the surface, and provides a good look at why such a formerly great and storied team has fallen on such tough times.
And now that their are (wholly?) owned by private equity, I don't see it getting better.
