Actually, China added additional tariffs. The retaliatory tariff on US cotton was 25%. As I recall, most of the Chinese tariffs were directed at the American farmer (who protested at the time).

Again, tariffs are not fair. They are not free. The inefficiencies of tariffs hurt both countries.
Why ignore hundreds of years of obvious flaws with import tariffs?
