I think it’s a very ambiguous expression for which I personally don’t assign much merit. Given its vagueness (or perhaps “lack of context”) an argument could be made that generally speaking good people produce good intentions. And I highly don’t those of that description are bound for Hell.

How about “The road to Hell is paved with bad intentions”? That I could rubber stamp.

You're missing the point. It's not the intentions themselves that would be the issue. The same with someone who may accidentally do good with the intentions of doing bad.

Neither are bound for hell necessarily as Jesus died on the cross for the salvation of all and every sinner has the opportunity to repent and be born again.
