We are losing primarily because of hurricanes. Not saying we don’t have problems but that combined with the other contributions is why we are losing more than other southern states.

In general, the political climate in LA sucks which, in turn, means that the economic climate sucks.
If you can move anywhere else within the South and still do your same job, you generally will. Big exception is oil and gas, short of catching on in Texas, as LA has some of the largest plants in the world like Exxon BR.
The state has bad crime, bad sales taxes, bad income taxes, bad pretty much everything except property taxes and cost of living (outside of NOLA at least… or BR if you have school age kids).
