There is a good chance you are in the right and DMV F'd this up. Happened to me. I bought a car, insured it on my policy. A few months later I get a letter saying the policy is expired and a fine awaits me at DMV. Problem was it referenced an insurer I have never had a policy with. Previous owner I guess.
