There are people who have a lot of repetitive work to do which needs to be done in a period of time and you have the people who are basically on call for when something happens.



The former are constantly working while on the clock. The latter may not be constantly working but are the kind of people who troubleshoot issues as they appear.

And those issues can be resolved quickly or take quite a while to do, but paying an hourly salary beats the frick out of paying a contract where someone comes in and makes certain minimums the second they get a call.

Multinational companies that do business in European countries and US report higher productivity, profit, and worker retention in the European countries. Then look at standard of living numbers, health and wellness you see those countries are well ahead in those measures as well.
