They are giving the speaker time to negotiate with the Biden administation. Trump is supposed to be talking to Johnson today or tomorrow about turning the aid from a grant into a loan. Ukraine has already said it would agree to that proposal. So if Johnson can get Biden and the Senate dems to agree to an idea originally proposed by Trump then they do not have to bypass the speaker.

Sure, they'll agree to it, and then seconds after it's signed by Biden, he pulls out an executive order immediately forgiving the loan and signs it.
