A couple of troubleshooting points from the Corsair thread.

Drivers. Make sure you have downloaded your motherboards drivers so all the headers work as intended.

The non-sata powered USB hub is interesting as the header may not have enough power to pull the multiple usb 2.0 needed, even though the motherboard specs say it can support up to 4 more.

I'll keep checking this thread. Its interesting to see what the solution will be.

My drivers are all updated. I contacted CyberPower & spoke with tech support and they said they've been receiving news about there being software issues on Corsair's side. But they recommended I check all connections & contact them if I need a replacement part sent out, like if one of the Link Hubs or the Commander Core is bad.

So, I shut down my PC and opened it up. I can confirm that there are two Link Hubs and the Commander Core present. Everything seemed to be plugged in...although I couldn't really follow connections from the back side of the PC to the front side where everything is plugged into the motherboard as there are so many cables & I didn't want to go unplugging or possibly damaging things when I don't know exactly what I'm looking for.

I did unplug the Link cable at the top of the 3 side fans, which are the ones that weren't lighting up, and plugged it back in. I then closed the case and powered the PC back up and the fans are not lit up and detected in iCUE, showing as linked to the 2nd Link Hub. I can adjust fan speed and lighting effects now.

Hopefully they don't stop working again. But that now leaves me with the issue of my AIO cooler, and it turns out its actually the H170i Elite LCD XT so a 420mm radiator, not showing up in iCUE, which means I can't control the fan speeds, RGB effects, or LCD display. On one hand, it's nice that the other 3 fans are working, but now I need to figure out how to get functionality with my AIO. I won't be able to sync the lighting of my case if I can't adjust the AIO fans, which default to a rainbow-like pattern.

But, I'm at a loss as to what to do next. I do need to take the damn PC back out so I can get some glass cleaner/residue remover and wipe down the glass panels which have a couple of smudges on them. A fun thing I discovered is that when I sent my PC in to CyberPower previously they didn't fully screw in the panel cover of my SSD, and judging by the rattle I'm assuming it's in the bottom of the case somewhere, but I couldn't find it. So, I used one of the top screws for the side panel to screw that in for the meantime.
