Same principal as a hair tie on the neck or sponge by the bridge on a bass

This, but the effect is minimal at best. I've been drumming since 1987 and have run across this numerous times, usually at churches, and the duct tape always seems to be on cheap, thick, brittle cymbals that produce that bright clangy tone (think Sabian B8).
