I have wondered why Florida only has python bounties a couple times a year. I learned the answer to that question recently.
A while back India wanted to try to cull cobras in and around towns and villages. So, they instituted a bounty on dead cobras. That bounty was paid for every cobra presented to authorities.
What dickered the system? Well, a few enterprising Indian rednecks figured out that they could have a relatively endless supply of cobras if they just started breeding them. So, cobra farms became a thing. It took a while, but the government caught on to the hustle and ended the bounty. What happened then? Well, the Indian baws released their now worthless cobras into the wild. That resulted in a population boom and even more cobras in the very areas they were trying to rid of the snakes.

I have seen WMHs closed for hog hunting because people were dumping tons of piglets to have something to shoot.
