US dependable base load power capacity is calculated primarily on sources with on demand capability such as coal/oil/natural gas fired plants, hydropower/dams and nuclear plants, the power production from these sources are not affected by weather conditions.

Over the past 20 years many of these base load plants have been reduced and replaced with windmills and solar farms, both of these green/renewable sources are incapable of meeting variable base load power generation requirements in severe weather condition such as extreme cold and heat.
