split the difference and just move the clock a half hour next time and then leave it alone.

talk about Chaos if not all states do that though.
imagine driving on I-10 east and you have to change you clock at Miss line, then unchanged it in Alabama, then re-change it again in Florida (except with an hour dude to time zone also being factored in).

Time zones are (generally) based on lines of longitude, although not every country uses this (China only has one time zone even though they cover multiple lines of longitude, for instance). Splitting the difference on the clock screws up the point of reference on the globe worse than some places shifting an hour during part of the year.
