Its difficult to know his situation; however, the size of the potential supersedeas bond is a bit larger than the normal bond. Moreover, Trump is not the typical litigant due to his public persona. Thus, the bonding companies may even have different requirements.

If he doesn't use a typical surety company, it would also take him time to close a transaction wherein he obtained the necessary credit to post the amount in cash as an undertaking.

The public policy reason for the bond is to make sure that assets aren't subject to waste or fradulent transactions. In this case, the Trump Organization already has someone appointed to review transactions of a certain size. There is a mechanism in place to minimize any nefarious procedures to prevent the payment of a judgment.

NY is pretty stingy on stays; however, if there was a case that warrants an exception, this would appear to be one.

Nevertheless, even beyond the equity or permissability, there is a matter of public policy in general. This case ignites public passion. A failure to provide a reasonable time to get an extraordinary bond is only going to increase anger. It would cool things done alot if the court would just give time to get a bond and appeal. The worse that might happen (provided reasonable controls were put in place) is that a few people on the internet might just brag that "Long Dick Donald just beat them at 4D chess again."
