In a 4 way it stop, it matters. Other than that, it means nothing.
You might someone else go first, but that is a courtesy. And nothing more.

Wrong
If the 2nd stopper is interfering with the 1st stopper then they did not stop appropriately

Honestly, I think this is the only reason there's even a question on who's at fault.
In the video, the car is legally at fault 10/10 times.
But in most situations at least where I'm at, many people would extend a courtesy to whoever was at the stop sign first or at the very least alternate right of way if there's a long line of people wanting to go straight and someone wanting to turn. Again as mentioned, just courtesy.
