I think the latter. Stud RBs in high school are the primary offense, they get fed the ball constantly. Most of their involvement in the passing game is to be the target on a screen, or to be the guy throwing (if they are actually the QB as a great athlete).

Things like pass-blocking and blitz pickup are completely new to them. You don't sign a guy based on his chip-blocking and recognition, but you don't play him much until he gets that part down.
