Probably wouldn't be at Wembley. It would be at Tottenham, which is the official home of the NFL in london now. Stadium was designed specifically to be able to also accommodate American Football games.
They would have no problem whatsoever selling seats. London is one of the richest, most expensive cities on earth and this would be more of an event than a football game. Anyone that can afford to go to the SB can likely afford to go to London for this. Arab sheiks would fill the thing up easily
This is going to happen. You're an absolute fool if you think it never does.
