Trouble removing screw from bathtub drain

I have an old school bathtub drain where the mechanical part that is supposed to plug and unplug the drain is on the top of the faucet.
The little lever apparently is no longer attached to the drain and I was trying to take the drain off to see what was going on.
I took the little screw part off of the top of the drain and noticed there was a screw underneath that part. I tried every tool I had and it looked like a flathead was unscrewing it but it wasn't coming up.
Any help is appreciated

Sounds like it's cross-threaded if it's moving but not popping out. Did you try a magnet or the rubber band trick yet?
