Would he be in the hall if he were on probably 29 other teams… nope but he wasn’t and he was the leader of back to back and three total Super Bowl wins.
He’s an average QB who was a great leader and played on some fantastic teams with a legend coach

He was better than average. He was better versus his peers than Andy Dalton. Would he be a HOFer without three SB's, probably not, but he DOES have them. He DID win them. Yes he was on a great team but he was a major part and he performed
