NATO currently conducts war games in Latvia and Estonia along a 300mile border with Russia. During those exercises, nuclear bombers operate 12mi or about 60-90 secs flying time from Russia. Russia in turn must mobilize interceptors. Nuclear bombers are not defensive weapons. NATO flying them near Russia is not a defensive test.
The cost of the NATO exercise is borne by many countries. The cost of the obligatory response is borne by one country -- Russia. Expanding that NATO threat and Russian cost down the entire western Russia-Ukraine/Georgia border is a nonstarter.
Now I have to tell you the Russian position does not seem unreasonable to me. If, as you muse, NATO is not going to attack, what are the repeated offensive weapon exercises about?

In what universe does NATO doing military exercises near your country justify invading a non-NATO country?
