Crazy, not illegal.
Much like Cleveland outbid ATL & NOLA for FA Deshaun Watson with their crazy guaranteed $250M offer. That's not an illegal bribe.
Bussey is basically a FA & can legally accept endorsement deals (per SCOTUS) that capitalize his name, image & likeness.
