This one is either a typo or I'm just not following. As I am reading it, let's say X has 4 skins and Y has 3. Y wins the 9th hole, but now he still owes X?

Player X has won 2 skins, Player Y has won 1, they've scored the same on the rest so player X is up one skin. On hole 9, if player Y has a better score, the bet is flipped and X owes Y $5.
I don't know why the group plays the somewhat complicated skin game the way they do, but it places a ton of emphasis on 9 and 18 when it comes to side bets. You can either double your loss, double your win, or get out of a loss altogether regardless of how bad you've played until 9/18.
