The main point of my OP was that a small number of dedicated individuals can have an outsized impact on local policies. It just so happened that the story that illustrates this increases taxes on SUVs, which I knew would rustle the OT's jimmies.

There are myriads of ways the government incentivizing behavior via tax credits.
