Sadly, even if more people would have shown up to vote this probably passes because it only applies to non-residents. So many people will vote on something that sounds like a great idea on the surface before they released that it's the first step before the government starts seizing more control. "We only want to get married", "Only listen to terrorists", "Only two weeks"...
