He did make a poor decision but I doubt any of this affects him much, even if it's "major". Maybe they lose some scholarships and some recruiting restrictions? A post season bowl ban would be the only thing that would really affect him personally.

so basically a chance to play in the oscar meyer wiener bowl could be on the line? because we know the vols won’t be playing in any serious bowls any time soon

Would it? Tennessee probably isn’t making the playoffs the next 3 years and Heard will definitely sit out a bowl game heading into the draft.
Doubt this will affect him at all unless it costs him some NIL money
