Look, the pipe they use to repair leaks and such are just sitting out in the open is some JP yard. There is no telling how much bird and rat shite are in those pipes. Sure the ends should sealed during storage but that is not guaranteed and the contractors handling and installing the repair pipe are not thinking about aseptic technique. More importantly is the ground water seeping into the lines through small breaks or cracks once they lost pressure. All of the piping infrastructure was compromised once the system lost pressure.
