"Well, uhh, ya honor, what I men is, uh we will have to cut, ummm, well, ya see, ya honor, those guys have a lot more money in that area, so they can afford to pay more taxes. And, I mean, ummm, most of them have jobs and legal sources of income. So, well, we don't have to spend so much of the tax money in that area so we can waste it, I mean use it elsewhere. Ummmm, ya honor, can we take a recess" I gotta pee."
