A couple of angles make me think it isn't a mountain Lion so it may be a dog. Or a chupacabra.
But apparently, the state of Utah went to the site and did some investigation and found it was indeed a dog.

There is no way in hell a wild mountain lion would act like this. A mountain lion would do 1 of 4 things:
1. stay hidden in the brush and stare at the thing on the road, sizing it up, deciding what to do.
2.run away (most likely)
3.attack
4.threaten by growling and hissing until the thing leaves
