This is because the black population of the state is so widely dispersed that you can't draw a map with 2 majority black districts without a ridiculous amount of gerrymandering. It's geographically impossible.
Which is interesting because the Supreme Court decision said a "minority group must be sufficiently large and [geographically] compact to constitute a majority in a reasonably configured district.”
These districts don't seem to meet the geographically compact and reasonably configured district requirements.

They don’t but the courts are also demanding that these districts exist.
If this were the early 90s and Orleans Parish were one minority majority district by itself, it MIGHT be possible to draw one which isn’t completely fricking stupid.
Granted, they drew the Cleo Fields “Zorro” district which got thrown out in court in their attempt.
As the map shows, trying to build this district means going pretty much from BR to
Shreveport in order to hit both the population requirements and the percentage of black voters.
That shouldn’t stand but it is also less stupid than the previous attempt, which went Shreveport to Monroe to Baker to Bogalusa.
