Block heaters are just conveniences like heated seats. They just make your engine warm up faster to get heat faster since they keep the coolant warm. Up north they are options and down south they are not. Its about what can sell but its a luxury item not a cold weather requirement.

Yes I understand the situation with block heaters. When it got below say 5 degrees Fahrenheit all the mechanics recommended them. I seen crap what happens to motor oil below say 5 degrees.
