True in Louisiana. Not true in Texas (unless you live in low income neighborhoods)

Outside of a few select Texas schools, this isn’t true anymore - especially since Covid and the mass illegal immigration since then. Plus the education standards in Texas are surprisingly low, even compared with those in Louisiana.
