You don't need the heater to turn on. Mine is on the north side of my house. My valves aren't exposed like OP's, but they are just inside the enclosure. Lined with some scrap blue board, and hot side faucets trickling NOT kicking on the heater it was fine. 17* one night and 13* last night.

It doesn't take 50GPM to keep a line from freezing.

Fachie do you have pictures of the insulated box you built. I built a box out of plywood to protect my tankless heater and just looking for better ideas?

Was maybe thinking of building a box out of alum. and insulating the box.
