You have to let the hot water run and the cold water run. Be sure the hot water is running hard enough to trigger the sensor. No amount of insulation will stop it from freezing

You don't need the heater to turn on. Mine is on the north side of my house. My valves aren't exposed like OP's, but they are just inside the enclosure. Lined with some scrap blue board, and hot side faucets trickling NOT kicking on the heater it was fine. 17* one night and 13* last night.

It doesn't take 50GPM to keep a line from freezing.
