I think you might be mistaken about this. The rule you are referencing applies to institutional financial aid (even if not athletics-related).

So if a recruited athlete is on an academic scholarship he still counts against the 85. NIL is not institutional aid, though. It’s not administered by the school. I don’t know how that rule can apply to NIL deals.

That said I do agree that there’s likely a limited pool of players willing to consider that type of arrangement.
