You are conflating NLI, which becomes moot once a player enrolls and is placed on scholarship, and being enrolled and having access to the transfer portal with the school having no say in the player's decision.

The NLI binds the player to attend the school and binds the school to provide a scholarship to the player.

If not enrolled the player needs to request a release from the NLI in order to reopen their recruiting process, which once requested the school must grant due to the coach leaving.

If enrolled and having been placed on scholarship, the player can enter the portal at any time during the 30 day period which the school has no say in the player's decision.
