actually, it is theirs. Public institutions are an endowment from the state (i.e. the people) to advance the living standards of the citizens. Budget and tax breaks are provided by the citizens.
Saying the school received revenue and should spend it without any questioning is lame.

Public funds aren’t used for coaches’ salaries. TAF pays them.

I know you were attempting a gotcha moment, and intended to sound smart. You just showed you were clueless though, and have no clue how coaches are getting paid.
