Go back and watch, ref is looking directly at #70 and then he informs the defense and announces him as eligible.

it appears the mistake Allen made is 68 Decker was reporting himself as eligible and Allen thought he was reporting 70 Skipper as eligible. Skipper said he never said anything to Allen during the exchange, Skipper was yelling to Decker and Sewell to get in the huddle

the easy procedure change is a player can only report himself as eligible, no speaking for anyone else

it was weird to me how rushed Allen seemed to be during the exchange, it was an untimed down, why be in such a hurry? Reff should be 100% focused to get it right first

also when the reff announced over the PA the wrong number eligible, why didnt the Lions Sideline say anything?
