Because Bally's is paying NBA teams less money because of bankruptcy, the judge gave teams the power to take 10 games away from Bally's. So the Pelicans didn't have to do this, but the bankruptcy gave them the opportunity..

The Pelicans also had the right to choose whichever 10 games that they wanted, so these 10 were specifically picked for this purpose.
