Free States were more than able to present a bill to Congress to abolish slavery. We had unconstitutional banks and unconstitutional tariffs, so why not just make a law banning it?

The reason why is it was a non issue for most people. Just like abortion in today's world, it seems like "everyone" is moved by it, but polls and studies reveal it really doesn't move the needle for most candidates. Why? Most people aren't having abortions, and most people in the 1860's didn't own slaves.

Now taxes, everyone gets hit by taxes, so it's a direct impact on people's lives.

Probably trying to avoid a war. There was no compromise. Slave states wanted to preserve and extend slavery and it was non-negotiable.
