1. This makes more sense than California doing it because slavery was never legal in California.

2. The phrase "create a task force to study" is just a fancy way to say "we're spending money to look like we're doing something, but we're going to eventually shut it down quietly without having done anything other than pay proponents of this to STFU for a few years".
