Traveling in one of the two lanes leading to the merge is not the reason for the backup. IF anything, it alleviates the backup

Well this shows you have no idea what you're talking about whatsoever.
The back up is largely due to the fact that those on the inside lane are too scared to merge onto the interstate at a proper speed. Coming to a slow crawl is not how you do it..
Also, the fact that there's only 1 lane to continue on i10 right there is the main reason.
If you can't drive, just say that
