These types of researchers will go into a project/topic with a conclusion (not an hypothesis based on data) already in mind and work backwards from there. A conclusion they reached with personal biases. They’ll find things that support their views or twist it to fit their already decided conclusion.
That's not how it’s supposed to work but it’s a huge problem in academia particularly in certain fields like this in which they are basically interpreting and extrapolating due to lack of hard evidence

the hoover institute labeled it "the doctrine of what's not" about 8 years ago.
