I'm partial to the HP Envy x360s. Decently priced, comfortable trackpad, and flips 360 degrees to transform into a large tablet.

The exact laptop she needs depends on what she would be using it for. If it is anything resource intensive, that will be different than if she is just using Word, Excel, etc.

Here is a higher performing laptop for $700, and here's a lower performing laptop for $500.

I wouldn't necessarily worry too much about the RAM or storage, as those could be upgraded afterwards. It is basically impossible to upgrade the processor or graphics card in a laptop. Additionally, upgrading the RAM yourself is generally less than $100 and is a matter of a 8 or so screws.

Do her a favor and get her a pen along with any touchscreen laptop. There are a few options.

Bamboo Pen: Good budget pen, $40. They have a more expensive one with more features.

Microsoft Surface Pen: Mid-range pen with more features that the Bamboo Pen.

Any powered pen/stylus that uses capacitive technology works with any touchscreen laptop, so don't worry about compatibility too much.
