Based on the info in the article, I have to wonder if there was some kind of serious cognitive or developmental disability present that led law enforcement to be so quick in announcing there would be absolutely zero charges filed.

Because yeah, even at 5 years old, the only way an “accident” like this happens is due to a highly atypical situation. In the absence of parental negligence or abuse, the only highly atypical factor left is the kid himself.
